Over the years, the Budget and Planning functions were separated into two different agencies of Ministry of Finance and Economic Development (MF&ED) and the Central Economic Planning Office (CEPO) respectively.
However, the need for convergence of Budget and Planning led to the creation of Office of Budget & Economic Planning (OBEP) in the last quarter of the Year 2013 by the Administration of Ogbeni Rauf Aregbesola. Further to this, the restructuring exercise carried out in January 2016 which reduced the State’s Ministries to twelve (12) changed the structure of the Office of Budget & Economic Planning to a full-fledge Ministry called the “Ministry of Economic Planning, Budget and Development”

  1. Dealing with the preparation and formulation of annual Budget of the State       and other budgetary matters generally;
  2. Monitoring and reporting on budget performance indices periodically;
  3. Instituting policy thrusts and monitoring timely collection of all revenue of the State as well as ensuring and monitoring timely collection of all revenue accruing to the State;
  4. Rendering Advisory Services to Local Government Councils, Local Council Development Areas, Area Councils and Administrative Offices Budget;
  5. Preparation Supplementary of Budget Estimates if and when necessary;
  6. Ensuring and Implementing Budgetary Controls and issuing budgetary instruction to MDAs;
  7. Liaising with the Ministry of Finance on Budgetary, Economic and Financial matters
  8. Preparation and implementation of MTEF
  9. Liaising with the Ministry of Budget and National Planning on Matters and preparing Development of the economy and facilitate the achievement of higher standard of living for the people;
  10. Carrying out periodic review of projects and programmes in the plan in order to ensure conformity with laid down objectives and feasibility reports on projects so as to determine their social and economic viability ;
  11. Coordination of all Technical Assistance Programmes and liaising with the appropriate Federal Government Agencies and Development Partners towards smooth execution of programmes and coordinating the activities and programs of Development Partners
  12. Carrying out period inspection visits to sites/locations of on-going projects in the Development plan with a view to identifying bottlenecks in plan implementation and advising Government on how the bottlenecks could be minimized or eradicated;
  13. Formulating and advising the State Government on policies that will promote the social-economic development of the State and coordinating State policies, including the State Programmes on Food and Nutrition;
  14. Drawing up, at stated periods, the State Economic priorities and programmes and mapping out the implementation strategies; and
  15. Enhancing the efficiency of public sector spending and monitoring the State Economic Management.
